With the idea that the solid blue is the inmates color on the 3rd one, I would have to go with #1, but maybe put a thin blue line that goes throughout the silver circle.
On another note, what is with this sun bright yellow on the submit button and whatever else that is in the bottom right corner. Really hard to see.
