 This bill should be passed as originally proposed due to the fact that the state did not appropriate any funds for Collective bargaining agreements, specifically Unit I and Unit N. Even if the unions all accepted the states' offers, there would be no money to fund the cost of the state proposed CBAs. This is the epitome of bad faith bargaining and the state is circumventing the obligation to bargain in good faith. This is deliberate and a despicable strategy by the state to draw these negotiations out as long as possible, knowing that even their own offers would not be funded. The bottom line is the state knew what was already in the CBAs and had an obligation to budget for the cost of these contracts. Before passing this bill, please amend the bill back to its original form to rightfully fund the CBAs and meet the states obligation to bargain in good faith. If amended back to its original form, I would change my opinion to support the passage of AB 596.
