It wouldn't surprise me if Governor Likasack knew from day one the inmate escaped but tried to cover it up like many other incidents and then after day 4 he said "Well, let's get NHP involved and I wasn't informed until now." He was quick to divert the attention away from his office and pointed fingers towards custody staff. What a joke.
